Basically the principles for eligibility are that you must be an Australian citizens or permanent residents and over 18 years of age , wishing to purchase their first home in Australia. This can be a unit, a new home  or a flat or other type of self-contained fixed dwelling that meets Australian local planning standards.

Place of residence

The eligible home must be occupied for a continuous period of 6 months commencing within 12 months of completion of the transaction and intended to be a principal place of residence.
